You lose reputation with people and you'll get a temporary debuff ("Released Convict" or some suchno idea what it does though). I think it reduces skills, but I'm not 100% certain. I've only read that and never tested it. EDIT: I think there is a perk that reduces this penalty and that's where I read it.
